It appears to be simple - One person had a problem. The problem was later corrected. A second person also had a problem that has not been corrected and that problem occurred prior to the first reported one.
These are accounts given by others from their own perspectives regarding the dealings with a particular seller. Take it for what it is. Buy from the aforementioned seller or don't but here are accounts of people who have dealt with him/her previously.
Incidentally, the word crook was not used by the thread starter. The thread starter stated to not send money upfront or you might not get what you paid for. The thread starter did state the seller was dishonest but would post that things were made right if and when they were.
This is exactly what the forum section was created for. This is a place to air a grievance, praise a seller, and garner information before making the decision to part with hard earned money.

Sorry, I was paraphrasing. You, I feel, are being pedantic and are using 'weasel words'. Anyway, because of contractual obligations with my publisher, I will not be contributing to the forum anytime in the immediate future, no doubt to a lot of peoples' vast relief.

Well, your feelings have misled you. You began to nit pick and so a little pedanticism (my own invented word) appeared to be warranted. 'Weasel Words' is a phrase wherein I have no idea what meaning to ascribe in relation to the conversation and so I will not guess at the meaning nor guess at the response. Have a great 2014 also and enjoy your time with your publishers and their proof readers with whom I am sure you will spend inordinate amounts of time. Darn - Now I understand. I just used 'weasel words.'
