I would think that it is a form. For a gynandromorph there is specific rules that apply on where the blue can, or cannot be as it has to do with cell division when the embryo forms.
Despite not being a gynandromorph, it is a beautiful specimen and sure one of a kind.

It certainly looks like the same concept as M. cypris f. cyanites but I've never herd of it in M. rhetenor before.
