Me and some people I was working with in college found several of these small beetles on and near a fen back in the early 90s. They thought they were Byrrhidae but it looks more like some Chrysomelid to me. It's not more than 4 mm long.

It's Chrysomelidae, Subfamily Cryptocephalinae. The keys are by Downie and Arnett The Beetles of Northeast North America, or you could use Blatchly's Coleopterus insects of Indiana. I would go to a library to get by interlibrary loan. and photocopy them, because you're going to need them. The other option is buy American Beetles pts 1&2, because that will help you get it to genus. Jeff Prill
