I don't think those are aphids, they look more like a midge or gnat. Many different small fly type insects can be found indoors, and windows are a natural, with moisture from condensation and the window itself, appearing to be an escape route.

They are definitely aphids as erebia says. It is probably a species belonging to the genus Prociphilus. Wikipedia: Prociphilusen.wikipedia.org/wiki/ProciphilusBtw, erebia, my handle name 'benihikage' is the Japanese name for Erebia!
