The correct ssp. name is tibetanus Rühl 1892. The other name, tatsienluica Verity 1906, is a synonym as both have the same type locality (Ta Tsien Lou, nowadays known as Kangding).

Yes, tibetanus is the ssp. of the whole area, although there are environmental differences between some different populations, which produce generally smaller or larger sized specimens in different places.
I should mention that nowadays the eastern ssp. are generally regarded as belonging to a separate species from jacquemontii, namely Parnassius mercurius. See Kocman (2009), Parnassius of Tibet, for more details.

Yes, Parnassius tibetanus is the same as jacquemontii/mercurius tibetanus (2 taxa with the same name in a genus at species or subspecies level are not allowed, and the younger name is regarded as a junior homonym and is unavailable).
Can you please post the references to these descriptions. Author, year and journal name, volume and page number would be useful. Validity of subspecies is often in the eye of the beholder. If you think they look different then regard them as valid subspecies, otherwise treat them as synonyms.

I have been checking the names, and none of the names were described up to December 2009. However there is already a Parnassius simo norikoae (Ohya, 1988), so a subsequent description of P. acdestis norikoae would be a junior homonym, and the name would be unavailable.
