Need help to ID this nest - ants / wasps?

Hi all, can anyone tell me what this is? Appeared over the last few weeks on my balcony here in Tel Aviv, Israel. Have asked around and nobody can tell me any more than probably some sort of wasp (but not a typical wasp nest) or possibly ants. More importantly, how do I get rid of it? PS The photo is very high resolution, but if you scroll in the browser, you'll see it and a creature as well!
