Yes,
I ordered Morphos from him a couple of months back after seeing a very brief ad on Insect Net. Firstly they were held up by the Peruvian authorities and then by Cities. When I pointed out none of the Morphos I wanted were on the Cites list, I received a fairly terse note, and since then nothing. I complained to the Peruvian Embassy in Canberra, but like many bureaucracies I do not think they will be of much use. Anyway treat Mallqui with a great amount of caution.

Sr Mallqui or Lopez has four names - Jorge Cesar Mallqui Lopez and uses whichever one suits him at the time. As he also uses an Internet translation service which yields some quite interesting results. He gets 'apologies' and 'excuses' mixed up which would be amusing if it wasn't costing me so much.

You may not be aware but everything from Peru has to go through the Peruvian Cites control to have permits issued. This is called INRENA. Even though the specimens are not Cites listed, INRENA is their control organisation so everything really comes with a permit issued by their Cites authorities, otherwise it is not a legal export from Peru and may be denied entry into the receiving country unless it is accompanied by this permit from their Cites authorities.

Does this mean that orders sent to you a few months ago will still arrive? Perhaps you should explain this to people when they first approach you. This is what we call customer relations or 'relaciones de cliento' if you prefer. In Spanish it does seem to loose a lot of it's urgency.

Ahora es casi tres meses puesto que le envie una orden junto con sobre $400 como deposito. Todas lo que he conseguido nunca de usted son apologias, excusan y las mentiras absolutas.
Apesadumbrado, no quiero a un pal de pluma, mucho conseguiria algo mi dinero detras.

Mil disculpas por tener esta tardanza de enviar sus insectos sino lo que pasa es que le papel del cites han estado demorando en darme el ministerio degaricultura el permiso cites del Peru que sirve para exportar los insectos. Me van ha dar 1 febrero del 2012 sera enviado sus insectos.
ya que para esa fecha sera dado los permiso y sera enviad immediatemnete a sudestino.

Hi Milan,
Can't tell you much about the quality of Cesar Millqui's insects as I never received those I paid for. He had a most impressive list (which was advertised on InsectNet - albeit very briefly)so I sent him a deposit of $400.00 and I ordered 15 Morphidae which apart from a M. cypris from Colombia and one from Ecuador,were all Peruvian species. Then started a long litany of apologies, excuses and outright lies - mostly blaming it all on local bureaucrats, but some on me for being unreasonable and expecting to receive the butterflies too quickly. That was almost three months ago and a M. c. bugaba that I ordered from Micheal Rosa in Costa Rica on the same day arrived here in New Zealand within a week - so call me unreasonable if you will, but after almost three months,I have long ago given up on Sr. Mallqui and accept that I only have a very slight hope of getting my money ( which also includes Western Union charges} back. If you ever catch up with Sr Millqui, tell him to stop referring to me as his 'good amigo'

This is enough information to redefine my ideas to buy insect from him. Unfortunately, no other person have send any positive or negative comments - what means that nobody deals with him or nobody is watching this forum….:-)
As I have been in entomology for more as 30 years and I lost two times my money doing business with Africans and south Americans I told myself some time ago, that just mad person can make the same mistake 3 times… Since that time I am not ready to send money to anybody from that regions, if I am not sure it is save.
It is pity, that this guy does not have any positive feedback, as he offered broad spectrum of small Nymphalidae, Callicore, Perisama and Asterope for sell. If anybody know good and save source of this species let me know.

Hi Milan,
I lost quite a bit of money with Sr Millqui so I have given all hope of seeing it or my Morpho order again.
I send him a reminder every week or so but he stopped replying sometime in January. I suspect he (like a lot of 3rd World dealers) waited til he had an order then approached his local catchers to fill it. My order was perhaps too difficult. Still on the bright side it has been a good way of polishing up my rusty Spanish, although my knowledge is a bit light on expletives. Do you happen to know what the Spanish is for lying, conniving son-of-a-bitch?
