This was crawling on my wife's leg while she was siting outside on the deck. She got worried it was going to bite her. I told her I thought it was a harmless aphid-eating Lacewing larvae. am I right? Attachments:

I'd have a hard time identifying something like this to species, but I can confirm that it is the larvae of some specie of lacewing. They apparently can bite but this rarely occurs and when it does it is usually accompanied by swelling and itching. Nothing life-threatening or unusually painful that I am aware of, just annoying (but as stated before, this is uncommon).
