Yep true bugs. The ones on the second picture are nymphs (sub-adults) and could possibly be the same as the ones on the first picture and most probably are if they where found together.

Yes, they are hemiptera. I want to add that they are not pentatomidae wich is the most common family of bugs called shield bugs (in english), but they are scutelleridae, so your search for the name is easier as this family has around 450 sp instead of the 4600 of pentatomidae. According to wikipedia this family is called metallic shield bugs for visible reasons. I don't know the genus, and I agree with bichos that the second photo must be of early stages of the first photo specimens.
