Definitely not diptera. Looks like a solitary bee. Hymenoptera, possibly Apidae, but really not my group

If it is small, about the size of a housefly, it may be a leafcutter bee making the familiar circle cutouts in plant leaves (especially rosebushes); also commonly used by farmers to pollinate Alfalfa crops for seed production- family Megachilidae of the Hymenoptera.... many, many spp.....
