If he accepts Paypal ask him if he will accept payment after he has the INRENA documents but before he posts the parcel. If you pay now it may take longer than the allowed time to make a claim before he has the INRENA papers. If he already has those before you pay there should be no reason the parcel would be delayed further than normal postage time from Peru. Thus if there is a problem with his honesty you would be able to lodge a claim with Paypal within allowed time.
