Kirgizistan is the Turkish spelling, similar to the German spelling Kirgisistan, of the place that English speaking countries call Kyrgyzstan. While it might not be correct to mix country names from different languages, it is still understandable.
About the forms, there is people that pay for it and these people dictate the market. If you want to complain, better complain about them, but I guess as a top rated seller on eBay you will cut yourself into your own flesh as we say in Germany. I am currently compiling synonymy lists, the European species have pages and pages full of form and aberration names, I am thinking about not showing them to the public in order to prevent public availability and use of these names.

No, I don't want to complain. And I am not. You see, the crux of my post was somewhat a little different. And after all, I just didn't know Germany has switched to Turkish... P.S. The victoriae specimen considered is REGIS in fact.
