Of course he could be perfectly genuine, just a reminder of the possibilities.

Keep in mind that neither of these species are native to North America, and require a permit to transport alive across state lines (both from the state of Indiana and the US-Department of Agriculture). And I can almost certainly guarantee you that you will not get said permits.

I suggest you try Google.
I would ask Mr. Anderson if he can get you the USDA permits; after all, he may be the Robert Anderson (moth expert) who works for USDA.
Or he may be the one who works/worked at UofM. Or they could be one in the same.

Four ways to confirm who he is: 1. Ask for a photo of the cacoons on today's newspaper 2. Ask him which Robert Anderson he is (there are 990 in Maryland alone) 3. Check his email/ google it, see what comes up 4. Ask for a phone number (preferably a landline) and call him

The IBBA is an NGO, not a government body, it cannot issue legally recognised permits. It may issue papers that help certify a breeder, however.
How did you get on with Chuck's recommendations 1 and 3?

He speaks normal English and says he has permits from the USDA and IBBA. This doesn't mean anything. I have friends who speak four languages fluently without accent and live in grass huts. And "says" means nothing. What if- just what if- he does work for USDA and this is a setup?
