I checked the Chalcosiinae book by Endo & Kishida (1999), and #2 seems to be Campylotes desgodinsi. #1 is similar to C. kotzechi which comes from NW Myanmar but not identical.
The place is called Ha Giang, not Hi Giang, and I was told is actually pronounced 'Hazang'. It is the province at the northernmost tip of Vietnam, and many Chinese species of Lepidoptera occur there which are not found anywhere else in Vietnam (eg. Papilio elwesi, Byasa hedistus and Papilio machaon). The habitat there is an extension of the eastern Yunnan plateau, separated from the western part of north Vietnam by the Red River valley.

The second one should be C.splendida, which has also been found by collectors in China territory.
