North West England, UK. They appear in the house in a small infestation in the summer months when it is warm and humid. I know this is a fuzzy image but if anyone can identify it, the beetle is approx. 1-2mm long, they accumulate in numbers under the dog's food and water bowls, by windows and by doors. They are black in colour and grow wings and turn into flies.

Sorry, but can’t help much wo a better pic. Beetles don’t grow wings that one would see. Beetle wings come from the pupal stage as it enters its final stage, the imago/adult. Your pic can only suggest a beetle type, but the clarity needs to be increased. When they are around the dog bowl, do the wings folding over the body form a straight line down the middle of the back? Are there different sized ones crawling around....some w wings and some wo wings? I’m only asking so as to narrow down the possibilities.

Most likely it is rice weevil Sitophilus oryzae.

"They are black in colour and grow wings and turn into flies."
They don't "turn into flies" ... most adult beetles can fly. They have a pair of wings hidden under the hard wing cases above the abdomen.
Adam.

Thanks for the replies, they are indeed weevils. The only question remaining is where they are coming from, they seem mainly this year to be in the kitchen (last year it was the bathroom), we can't identify any particular food source they are concentrating around or where they might be laying their eggs, if they're getting in from outside then I'm not sure where they might be laying their eggs outside.

Check your dry food containers: flour, rice, rice flour, etc. They feed on those, they will also eat dry insects, I have once too many of them and from then I keep all of those product s they could feed on in the fridge, I guess they must to move away as I don’t see them anymore.

It is quite possible that the ones you saw in the bathroom last year and those in the kitchen this year may be different species, and were feeding on different items in your house. Also it is possible that they are mainly breeding outside, as you surmised, and is worth considering that they are seasonal so they may recur each year at about the same time. If that is the case it is unlikely that you can prevent them from appearing again. Adam.
