Hi gang, well when you think you've seen it all, for the first time I see this bugger. Clearly a fly, but flight behavior and wing frequency very similar to a dragonfly. Perhaps 3/4" / 2cm in length.
Location Finger Lakes, NY region; about 8:30am
Sorry for the poor photos, it would not alight and constantly moved. Chuck

The curse of the old browser...I succumbed to inevitability a month ago.
I think it looks like a dragonfly. Maybe it's a dwarf, it looks like it has 4 wings, even with the blurring.

Smallest known dragonfly in North America is Nannothemis bella, which this doesn’t look like.
