I remember the late Miguel Serrano giving me a bunch of butterflies and an old plate with wings in the glass. I offered to buy them and he said to me "these came from a friends estate and I should not sell them because I don't have paperwork on them." I saw the plate had Morpho wings in it and told him that I knew he legally had paperwork to import them. His reply "That plate was made in Brazil and I don't want to take a chance with it even in my house."
Fortunately, Alex Bic is still in business after his encounter.
I am very careful of my records. I mean, the famous gangster Al Capone was brought down by tax evasion. Capone was never going to get caught with his violent crimes. It was his paperwork that ruined him.

True except we've all seen non violent people just ravaged by paperwork. For example the fishing fleet captain who had a whale caught in his nets. He contacted the Coast Guard as is required for them to untangle it. Since they were too far away and the whale was in distress, he cut the nets off of the whale and it swam away. When the authorities showed up he told them he cut the nets off of the whale to save it. Since he did not have legal authority (permits/permission) to do this, his fishing boats were fined out of existence.
Depends on the mind set of the officer in my limited experience.

The Lacey Act was obviously brought in with the very best of intentions. However, as so often happens, it is also a law of unintended consequences. While there are people who wilfully break the law and deserve to be punished, I have read about some terrible examples of overcriminalisation resulting from it, with judges having no option but to sentence individuals, with no previous criminal history, for their unintentional infringements of very minor things that would, in practice, have had no affect on anyone or anything, to do jailtime.
The example given above by above by wingedwishes seems a very big price to pay for someone who was simply trying to do the right thing.
