I recently have had bites on my limbs while sleeping. The bites are raised and itchy but not red. I initially suspected bedbugs but I’ve looked all over my mattress and haven’t found anything to suggest an infestation. Looking round my bed I saw two tiny bugs (probably max 3mm) crawling up the wall. I took a photo and zoomed in on it: any ideas what it is? I live in Germany by the way, in case this helps.

That's probably a Psocid (Book louse), it won't bite you as it generally eats fungal mycelia growing on damp surfaces.
Bed bugs are very hard to find, as they are experts at hiding. It is likely you will never see them, and certainly not crawling on the wall.
Perhaps it's an allergic reaction rather than insect bite, "raised and itchy but not red" sounds more like a reaction to something.
