Where are you located? Sometimes you can get a bird or rodent nest at the bottom of your chimney or under your house. When the bird or rodent leaves all the small mites and ticks that feed on the nest hosts will crawl into your house looking for something to eat and cause the problem. I can't make out what they are from the photos but I do not think they are bed bugs but could be small mites or bird ticks which can bite. You can spray them with a household pesticide or use a vacuum to suck them up and they will go away over time. If you use a vacuum be sure to put tape over the bag or they will crawl out.
