A local dealer friend contacted me for advice, and I said I would ask here. He sent 5 small boxes of beetles to Gerald Pelissie in France worth US$3,600 about a month ago.
Since posting the items and sending registration numbers he didn't receive any reply to his e-mails until he telephoned M. Pelissie in France 2 days ago. M. Pelissie then replied saying he has received only a single box, the one containing the cheapest specimens!
My friend contacted the local post office here yesterday, and they confirmed that the first 3 boxes were all sent by air from Thailand to France on the same day, and would check with the French post office to see if they had been delivered or not, as well as the 2 boxes that were sent a few days later.
I am extremely suspicious, as my friend posted the parcels without any pre-payment. He told me he used to sell to M. Pelissie from time to time with no problems, but hadn't done business with him for several years. It could be that M. Pelissie genuinely hasn't received the rest of the parcels for some reason, but I would like to hear from any Insectnet members who know about M. Pelissie and whether he has a good reputation or not. Of course I will update any news at this end as I get it from my friend.

Don't know him personally. Here his website, in the "last arrivals" page, your friend may be able to check if his specimens are for sale or not : www.insecta.fr/nouveautes.phpI think he also has an ebay account but cannot find it for the moment. Anyway if your friend has a tracking number for each parcel, he can easily check if Gerald signed for them or not.

Thanks for your suggestions, I will pass them on. My friend does have tracking numbers for the parcels, but locally it is only possible to check when they left Thailand.

Thanks to Olivier for checking 2 of the 5 tracking numbers (my friend didn't have the other 3 receipts with him today). These were the last 2 parcels posted, and they were delivered to the recipient on 8th June, despite M. Pelissie claiming he hasn't received them.
Has anyone heard any stories about him? I thought there was something somewhere in Insectnet, or maybe it was posted in the Classifieds, and thus was deleted long ago???
I will update this as soon as I get more information, it could be that there was just a misunderstanding somewhere.

Well ... things seem rather dodgy indeed. My friend checked M. Pelissie's website, and it seems his rare beetles from Burma, Laos and Thailand are being offered for sale there now (see the link posted by Olivier above).
I think the next step is to compose an e-mail for my friend to send warning him that if he doesn't agree to pay for the beetles in a satisfactory manner, his behaviour will be plastered all over the internet. It is possible there is some misunderstanding at this stage, so I don't want to conclusively state that he is deliberately trying to swindle my friend, but circumstantial evidence certainly points that way.

As a lawyer and from the statements detailed it seems that this might be more than just a simple misunderstanding especially as the missing beetles are apparently now for sale. As you suggest a strongly worded email,referring to the availabibility of the said beetles,would be in order.

That is my personal thought on the matter too, but before taking things any further by actually making staments about the honesty of M. Pelissie he needs to be given a reasonable chance to explain. It could well be that he is short of cash at the moment, and needs to raise money to pay for the specimens by selling them, but all my friend really wants is to know what is going on. He was planning to use the proceeds from selling these beetles to send some collectors into Burma to catch some rare butterflies, but can't do anything until he receives payment. At least if he knows when he will receive the money he can decide what to do, even if it is too late to send the collectors on the planned trip. Thanks for your advice. Adam.

If I run a Company I have to purchase in order to sell ! It can not be the role of the deliverer to prefinance my business funds - and to wait (uninformed) until I found customers to sell with profit and probably pay (or better not, because now I am able to finance my next purchases myself)
No pity with such people - so that collectors can buy in security, dealers sell in security and certitude to being paid. The world doesn't need elements like that. It is astonishing, that every little african crook is immediately blamed - not here, because the delinquent is french ? Best regards WDG p.s. Pelissie several times some years ago, and used to have an excellent relationship with him before, so it's not as if he was sending the specimens to someone he had never done business with before. Trouble is with the current economic situation in Europe dealers over there are probably also having enough problems of their own. He does have all 5 postal receipts, but 2 of them were not on his person last week, as he went to another town. He gave me the last 2 registration numbers today (M. Pelissie told him the 5th one containing the cheap beetles had already arrived, so didn't give me that number) and I discovered (thanks to Olivier) that those 2 parcels were only delivered on 28th June. There must have been a delay at the French Post Office or Customs. Hopefully payment is now on its way to my friend's bank account, and if he receives it I will inform everyone here as soon as I can. Probably the whole thing was a complete misunderstanding due to postal problems, but it delayed my friend's plans, with collectors waiting to go to the Burmese forest. I should mention that I have known my friend for over 30 years, and he is a very well known insect supplier with several butterflies and beetles named after him. Adam.

Further to my reply to Kalamay's post, I should add that he has pointed to the big "Catch 22".
Sellers are worried about not being paid so they want payment in advance, while buyers are worried that if they send payment they will never see their specimens.
This applies whether we are talking about the small retail purchase or a larger shipment between a supplier and middleman dealer. Somewhere someone has to make a compromise or take a risk if any deals are to be made. In the insect business I guess you can't open a letter of credit with a bank to guarantee payment, it's just not a large enough transaction, unlike high value import-export business between companies.

There was no reply to the e-mail I sent from my friend's account last week telling him that the parcels were all delivered safely and asking him when he will pay. Last night I helped my friend write another e-mail stating that if he doesn't reply by next Wednesday 'he' would inform various websites such as Insectnet about the situation.
I guess it is possible that M. Pelissie is away on holiday, but if so he should at least have had the courtesy of informing my friend that he would pay him after he returns.

Well, perhaps he is not away. As I inquired about some of the Burmese specimens in question and I received a reply within 36 hours. This behaviour is unacceptable, so even-though it is very tempting to purchase the specimens. I will not do so, until this matter is resolved. Or someone else does...either way...
